Safari mobile is so dumb. You can't bulk delete browser tabs, but you can group them and then delete them. Great job Safari team.
Hold “done” to be prompted to delete all tabs.

Not exactly sure what you want, but closing all tabs is not very discoverable.
Or long press the x on a single tab, and it will offer you the chance to “delete other tabs”
