How about:

User name [Nostr Public Key]. (Date and Time). Nostr Discussion on [Topic]. Available from: [Relay URL] with id [hex id]. Accessed [Date of Access].

Not a fan of noteid in general, but it could be.

noteid is practically deprecated. If anything, you'd need nevent, but hex is better. Client could always display as nevent.

I was going to publish it, first, on the wiki, but I guess I'll go ahead and submit a NIP for review, to get responses faster. None of the wikis have implemented comments, unfortunately.
