Chainalysis claims to be able to trace 'some' Monero transactions, and I would bet that some form of IP address linking is about the extent of their capabilities. Bitcoin and Monero are the two currencies on just about every darkweb marketplace. So there's going to be adversarial data collection on both networks. Hard to say who's doing it but I'd put my bet on Chainalysis.
