the emergency this is about is referenced in ยง115 GG paragraph 2. It is not to be confused with the emergency states defined in ยง91, 115a, 35 GG.

The said paragraph ends with defining the process to exceed federal credit limits e.g. due to a external emergency. That's all this is about.
