You are to evaluate 2 employee managers:

Manager 1: during work tenure, there was lot of last minute fires, chaos, employee complaints, gloating, gaslighting etc

Manager 2: during work tenure things were quiet. So quiet that at times you wondered if work was being done.

There was a possibility that outcomes for the company were worse in Manager 1 tenure but giving benefit of doubt, we will assume outcomes were similar in both tenures
