I see pending transactions. Was 'cleared out' defined?

There will always be pending tx. It's impossible not to have a next block. Well I mean not impossible in theory, but there will always be at least one tx after one block is found and the next is being mined. There are no blocks behind it however, that block would take all the pending ones left.
