That can be partially fixed if sortition were adopted in place of voting. At least the Machiavellian psychopath part would be fixed, all the party nonsense would be fixed, all the buying votes and campaigning instead of doing your job would be fixed.

Still we would have virtue-signalling, personal corruption, and celibates legislating about sex etc.

I like it. Apart from populist ideas still being on the table and likely imposed on people unnecessarily it would fix so many things. But it's so far off what people even consider. Who would vote for that?
I have childish fantasies of a opt-in nation, with a constitution that 90% of people would not accept, and so those people self-select to stay out, that isn't bound by geography, more like a secret society, that uses better forms of government, uses better forms of currency. And that overr a long period of time evolves from a secret society into a nation with actual power, but doesn't dare start off with any such ambitions.
