Cash App is open to New York residents for buying and sending bitcoin on-chain, but I’ve never heard an explanation as to why Lightning is unavailable. I’ve had people ask me if the entire Lightning Network is unavailable in New York because of this. 🤯

The tl;dr is Tornado Cash (from my understanding) put a lot of wallets and people on finance blacklists. Also, Lightning is (commonly) a “regulated payment” which requires a lot of documentation.
