By his writing sounds like he's in the USA. I doubt he'll even find an outlet in his residence he can plug it into. I'm pretty sure those run on 220 volts. So ya he'll need to get an electrician.
An S19 places a significant & sustained load on the circuit where you plug them in on. It's drawing about 3KW constantly.
I've not plugged one in but most people I know have had an electrician run a new isolated circuit specifically for it.

Yeah that's a consideration I didn't even factor in.
That increases the chance you damage the miner since it needs to draw way more current to compensate.
