The quote in context is Jesus saying:

It basically means that, although we should exhibit grace and patience with all, so much as is possible, there comes a point when some people are so stubborn, so belligerent, so unreasonable, that we should not "cast our pearls" (whether that means continued appeals to believe the gospel, or just 'offering them our best') any longer. Sort of like the Apostles who, after pleading with some people, after being met with such harsh ridicule and stubbornness, "wiped the dust of their feet off as a testimony against them," and went on their way. Sort of like saying: "OK, have it your way. I tried. I'm not even taking the memory of you with me--not even the dust I picked up a long the way--I wash my hands of you."
