Well, the ledger is used to record the png and to transfer "ownership" of it.

Both are not directly about transferring control of base money.

by this logic if i sent tokenized stablecoin using bitcoin blockchain, it wouldnt be considered "transfer of money"

They are not empty, they are separating fools and their bitcoin which I'm always happy to do.

But I mean the state asks you to create actually empty blocks, just the coinbase transaction, and they pay you a big premium, would you do it?

Miners would do it until the state ran out of bitcoin. If they are willing to pay a greater fee (in BTC) than the transactions in the market yes. This is how all markets operate. The difference here is the state does not control the money supply so it would bleed dry.

If you really hate runes and inscriptions you should be pointing your anger at nodes anyway. Miners work for the nodes.
