It's very very easy, just need a bit of curiosity and the will to make, you just need about $100 of hardware and an internet connection with a roter that you control.

You can use them, but being on all the time they spend more energy than a SBC.

You can install yunohost on a rpi3 with a micro SD, or ssd if you want more storage.
