You question that? He literally was insisting every human be jabbed with poison to return to normal life.
If we're going to be civil about it, yes.
What he deserves is a lynch mob to draw & quarter him without any due process.
That's more along the lines of what I was thinking, but, after some consideration, I think just putting him in a glass cage and subjecting him to all the BS he's foisted on the world and watching what happens as his plans to exterminate more than half the world's population crumbles while being mocked would be a more fitting punishment.

The problem with your plan is that most of the world is clueless. So few would even show up to mock him. :( Meanwhile there would be plenty of his loyal toadies (like the WEF & WHO) who are trying to free him.
Unfortunately, people like this need to be unalived before they are rescued from justice.
Heck no. He's a mass murderer. A bullet in the head is kinda too good for him, but... I struggle with the idea of being the one to pull the trigger.

That's not fitting punishment, IMO. Plus it requires too many resources to incarcerate him. 🤷♂️
I prefer the thought of him in a category A prison for murder than being allowed the escape of death
I'm not convinced prisons should exist, since they presuppose a state that builds prisons and is empowered to pay for them via taxation. It's all a bad idea, even for rotten people like Billy.
Also nobody ever proofed that they serve one of the promoted purpose (to change the criminals for better).
They actually only worsen the situation in this regard.
It is generally very ineffective system (as all state solutions...)
Oh. See, that's not what prison should be for, at all. It should be part of a punishment and also an isolation for those unfit to be left loose with the greater public.
Prison as a reform methodology is a scam and, IMO, also exceedingly inhumane.

Can't we all just agree that slowly feeding him into a chipper-shredder, feet first, is the only just way to deal with him while keeping taxpayer funding low?
That's also my point... I don't really want to have power over anyone else.
I'm struggling to form what I consider an ethical framework for how to handle evildoers. I think it's a worthy struggle, but, it is gonna take a while.
Until the day all the powerful organizations are disbanded, that's a sure way to put him back where he is now.
May be unpopular opinion here, but people should not have complied in the first place.
You can't punish him if at least half of the population thinks he did right.
You can decide to ostracize, not do any business with, not allow him to enter your property.
Can you kill him? Would that be right? How would other react, would they want to kill you as punishment? Is that worth it?
I don't blame ignorant people for being suckered, even at this stage, but also especially in countries that are still underdeveloped or are culturally dependent on several layers of "authority culture."
I could certainly punish him, but, that doesn't make it right for me to do so. In order to justly publish, one must have some kind of authority to do so. I struggle to see where that proper authority would come from to do that.
Social shunning was death in tribal cultures, but, much of the world has lost that kind of cohesion that would make that kind of thing an effective punishment.

I struggle with potential violence/retribution spiral. You kill him, they kill you, someone kills them. Where does it end?
It ends with genocide. That's a big issue. Trying to resolve that isn't easy.
That's the problem.
I won't ever forget nor forgive (all of) them.
