He was Vice President of the US in the 90s and, while still a senator, co-authored a bill that paved the way for the Internet to flourish. Many years later, while running for president, he poorly worded a brag about that bill that made it imply he had a hand in inventing the Internet, and an early meme was born, before we even had the word meme.
