There is no need to overburden the protocol with specs for every single thing since there is already enough room for inventiveness and flexibility on the parameters (by which I mean the relays) each user can choose.

I don't think you can really overburden Nostr unless you require it to be one cohesive thing. One lesson we can draw from the voluminous yet undoubtedly successful internet RFCs is that we should publish standards and guidance documens freely but humbly realize that only the market can pick winners and losers.
