However it cost me a 21 dollar fee to send 30 bucks worth of btc to cold storage on chain

Median 24h TX Fee: ⚡2,854 | $0.85
But when the average is larger than the median, that means your data is either bi-modal OR heavily left skews with a long right tail.
So something like a maxwell-Boltzmann distribution, or Landau distribution.
