How so?

As I understand it, both are ways of manipulating behavoir that undermine or prevent learning and commitment to good values out of genuine interest

Makes sense

Rewarding bad behavior

On both sides. Who executes the reward is manipulative and violent. The message is:

Either obey my/authority's rules and get rewarded or be punished. I'll (or the system/society) judge your actions.
