Living in a bunker and eating canned food until it runs out and you starve to death seems like a pretty crappy plan. Nuclear war will send everyone back to the stone age. It doesn't matter how much they have prepared. They know this.
I'm not surprised they have devised contingencies. This is what a government with unlimited money will do. But I severely doubt that any of them want to use these contingencies. There is no US government nor deep state without a country -- just a bunch of potential cannibals locked in a concrete shelter.
