Wouldn't say other coins are designed especially with surveillance in mind but their transparent ledger makes surveillance pretty easy. Why I wouldn't use a cex anymore is the kyc part. As you wrote no matter how private your transactions afterwards your kyc data are saved in a database and can't be used to get you in trouble either from states or criminals.
