My point is, it's extremely convenient for the state to project some terrorist threat and labels onto anyone at any point whenever it's convenient for them.

Correct. Anyone who does not submit to the American world order is automatically labeled the enemy.

China, Iran, Russia, Venezuela, Cuba, Bolivia, Libya, Syria, Iraq, Afghanistan. And now even to EU members are emerging with different approaches, Hungary and Slovakia.

The rest are all slave vassal states with no sovereignty.
