We need an escrow lightning wallet for bounties with a verifiable public balance and an automated spend trigger to the dev when a claim (Nostr Event) is accepted (Nostr Event) by the author or a refund when the author cancels (Nostr Event) the bounty.

I think so, the author will have to decide to pay the dev (anyone) or refund. I am not sure if there is a way to force the receiver.

Custodial is not ideal because it might trigger tax events for the author. Let's see if we can find a way around it.
