imho bitcoin isnt ochlocracy.
its every node runner can vote and their vote counts based on their hashing power.
each node runner adopts which software they run. any amount of node runners/miners and even just bitcoin users can pay devs to build/upgrade the node with the kinds of features they want to run and contribute to the discussion and signalling via memes and vlogging and all sorts of online discussion.
discussion is great to inform others, but the continuous voting happens by running nodes and choosing the software.
i dont see any violence or intimidation here. it is quite well defined by having node running software they choose to be a vote
