There isn't one. All that remains of democracy is something that people are looking for.

Self rule.

But it's a dog race. In those they motivated the dogs with a fake rabbit. Most of the time they are barely more than old stuffed animals on a stick; it looks like a dirty rag flapping in the wind. If those dogs ever caught it they would be extremely disappointed.

The dogs will chase it hundreds of times in their lives but they never truly achieve democracy.
