JFC! WTF is this? What are the grey dots? What is this supposed to solve? What even is the question?

In dutch we have tiental 10 20 30 etc i am assuming this is what ten is suppose to be so awnser being 8+9+3=20

Deducing i certainly do not think this was a clear way to ask lol
