My aim with #[0] is to offer essential services such as NIP verification, Relay Recommendations, Backups & Support to Everyone (Specially new users)
So, with just one DM new users will be provided with all necessary equipment to get started.

Does these downloaded backup mean the users own these datas?

You can say that, you can upload that data to any other relay, so you are not entirely dependent on a some specific relay to host your data.
