i don't see anything why EU citizen could not get xapo services.
care to explain?
As in the article, EU citizens can open the account but as non-EU residents.
I can't find it in their terms (just what's available on their web site).
I was diggin in and as much as I know now since July it should be possible to open an account as EU resident too. However, payment cards are not available for EU residents.
