There’s been a loss of memory of how to build things in the last 50 years of fiat pillaging.
Combine that with Baltimore levels of corruption.

Well, if they can't build one they could send a bridge laying Tank to help out, for the next 10 years.
Marylander here, I think ( I want to believe) that the new Governor and the very very active young Baltimore Mayor will get this done in under that period of time. I for one have an enormous faith in this new generation of bright, driven black politicians.
