Can someone explain to me this AI death star theory without sounding like a conspiracy theorist?

For starters, who is the they? And how is this they suddenly stopped by Elons actions?

I can imagine French authorities trying to track/stop protesters from organizing on Twitter. The interest in scraping massive amounts of data in real time seems obvious to me.
