Russia has billions of rupees in Indian accounts that it cannot use, Lavrov admitted at a meeting of the Shanghai Cooperation Organization in the Indian state of Goa.

We need to convert these rupees into another currency and that is being discussed now.

The Kremlin has repeatedly said that it is possible to do without bad Western money. But a full transition proved an insurmountable task. The parties have been trying for a year to figure out how to transfer more than $2 billion from India to Russia as payment for the arms.

Dollars are not good because Delhi fears US sanctions and rubles because they cannot be bought in such quantities at a reasonable rate.
