What if the panel picked the weekly winners, but there was also a monthly community vote on their favorite meme of the month? Winner gets a slick badge.

The issue would just be finding a panel for the first round.
I'd volunteer to be a forever panel member, if you need one. I am not a very strong meme artist, but I do love studying memetic history.
