The Nepalese people can just buy and use Bitcoin on their own. You dont need the government. Thats the whole point of bitcoin. Decentralization.

Your tourist industry can be paid in bitcoin. If someone wants to climb everest make sure they use bitcoin only to the guides. Simple. Stop looking for hand outs.
