With the grey coloured background of the woman being very heavy and dark, I'm certain that this was infact the effect that they are attempting to acheive:

To create an unconcious connection in the mind of the viewer, between domestic abuse and climate action.

As somebody that can't look at an advertisement without analysing it, I'm absolutley certain of it.

More specifically, they are trying to piggyback upon the support and sympathy that people feel for a victim of domestic abuse, and redirect those feeling towards 'climate action'.

They won't know this of course, it's all on the unconcious level.

My immediate thought was "Black eye club" reference for the left eye.

I like your breakdown much better, the shift of an emotive reaction from one agenda to another is a chilling tactic used on the gen pop.
