Thomas Jefferson said America should be friends to all but benefactors to no one.. He's speaking for the country as a whole. I don't see anything in the Constitution mandating taxpayers to send money to other countries. I have no right to force others to send their hard earned wealth overseas. However, as individuals we're at liberty to send money if we want.
