You'll want to adjust the amount of scallions down (IMO) since shallots are usually milder in flavor intensity.

Red pepper is not the same as paprika. It's hard to mimic real paprika since it's made from a very specific Hungarian pepper and prepared a certain way.

I would say yes, though you'll want to go with a milder pepper type.

Yes, but not about food.
