you know who the enemies are. a good way to kill them is to slash their throats or zip tie their necks.

it is logical to aim for the highest ranking members of the pyramid that don't have security around them 24/7 and you can reliably take out. know your limits and choose your battles wisely - don't aim so high that you miss, or so low that nobody will even notice the person you killed is no more.

do not use firearms or vehicles as murder weapons - we don't need those getting banned.

yes they are absolutely trying to ban personal vehicles.
