Any amount to make them stop developing arms that can destroy large numbers of my fellow citizens and allies. I don't give a fuck about their people more than mine. Fuck off or get fucked off. I'm under no obligation to let a known enemy gain the ability to harm me.

For the record, a government and its people should do what it believes is in its best interest, even if that means attacking the US or other nations (or developing the ability to do so).
