If that were a solution, it would have worked the first time before being generally abandoned.

Pretty sure it was working and it was just killed in favor of the car and oil consumption.

What do trains run on?

Train travel did fall out of favor due to the self determination allowed for individuals and small groups via roads and smaller vehicles.
