I haven't spent too much time reading through the whole original long paper but I agree it seems to be, as you say, guidelines for the promo/ad aspect. Whether this is groundwork or a clue for further regulation across the industry in UK would be speculation but I think the knee jerk reactions should best be avoided by "don't trust, verify"
