Does anybody know why there were a bunch of 546 sat UTXOs being created as early as 2019? I knew of the more recent spike due to BRC-20 but didn't realize how early on 546 sats would become the most common (mode) UTXO value.

Most likely...I don't remember specifically hearing about those though.
Not sure about the exact UTXO size that there used. But I do remember that it was a thing in 2019

Yes, 546 sats is the dust limit.
I remember hearing about it, and collected some in Samourai too
