They don’t ban it, they know they can’t stop it or control it (yet). So they kill the retail on-ramps via banks and exchanges that would normally allow you to self-custody and not be controllable. Instead, they funnel you to their buddies on Wall Street who control it and won’t allow self-custody. This allows all kinds of advantages like create paper Bitcoin, rent seeking via fees, protocol control, and so much more. We’ll never see it coming.
