Maybe I misunderstood the process but my understanding was fully new keys are unrelated to and other key generated. I'd think something like allowing poll responses after an identity has been active on the network x times or after days since first lost might be effective at least in stopping spinning up 1k new id's in one day to stuff the ballot box.
