How are you trying to refill it? Do you mean miner fees? I loaded mine using nunchuck from Muun and paid a couple thousand sats. That was a month or so ago

Miner fees are still pretty high, but if you don’t mind waiting a while for the transaction to confirm, I’m pretty sure you can set the fee in Muun
