But I think we'd agree that mining blocks funded by txn fees makes for a healthier network than one heavily reliant on block rewards. And BTCs policy pushes toward that equilibrium/outcome more with no tail emissions.

I don't agree that necessarily a healthier network.

largely because of the free rider problem.

the Bitcoin network penalizes MoE and insists only transactors pay the miners.

doesn't sound "healthy" to me.

Good point, and I know we touched on that once before in slightly different context.
