To avoid voting 10000 x 1 sat I'm suggesting limiting 1 vote of 1 sat per PubKey. Maybe pool creators won't like this, but this way we can get as close as possible to fair voting imo.
Limiting is hard, but we could filter duplicates on the tallying process.
