Is this some whale trying to manipulate fees higher? I’m just trying to understand why someone would overpay when they don’t need to. Maybe they aren’t being inpatient, but calculated

Stupid stuff happens in the mempool, and some people don't care about overpaying. If you have a good fee estimator, this doesn't materially affect your estimate so my guess would be someone is tuning their algorithm the wrong way.
