This is a very special thing. It's (not astronomical) clock on Freedom square. Not like the beautiful orloj in Prague or Olomouc, no. This measures time in a very complicated way, the top is spinning and you can see some numbers and lines there. Due to celebration of resisting the swedish occupation (during 30yo war 365 years ago) the noon is at 11AM and it releases a marble you can catch and keep. It's a PROJECTILE and it symbolizes PEACE.

I'm thinking how to create it for our garden. I want this.

I don't know, I would start probably with a fiberglass mold, creating a concrete shell. I'm not sure how to reinforce it though. Nowadays there is a few different solutions so maybe it can be even done without rebar.
