Most exchanges set a very high withdrawal fee, send your transaction with a standard fee, and pocket the difference. I don't buy Bitcoin on centralized exchanges anymore. I use services like Moonpay that send the purchased Bitcoin directly to a wallet that I control.

Moonpay is pretty frictionless. About 10 minutes on average from when you process your card to when the UTXO is spendable in your wallet. Hidden fees. They make their money by price gouging you a little on your purchase rather than charging you a big transaction fee. If Bitcoin is trading at 22500 you'll pay around 23000.
