Does #Bitcoin ever have maintnence where they are down like a bank goes down when they update or fix their service. Is this a thing?

No. Bitcoin is open 24/7/365
Not since 2013, and likely never again unless there is a major unforeseen bug or network disruption. Would be pretty hard to knock all 50k+ nodes offline at the same time.
Maybe briefly in the very beginning. 100% uptime for many years now.
