Regulations and taxation of every aspect including those barely needing supervision, just revenue streams.

I can't thing of a better way we can limit people killing deer and bears while also allowing them to kill all they need.
Wildlife department doesn't seem over grown like the IRS to me.
That said, I fish maybe twice a year and hunt only every few years or so when family invites me.
