As background: more than 30 years ago a group of drunk racists attacked an Indian immigrant in Germany. He managed to flee into a restaurant, get a knife and defend himself. When the police arrived they arrested the guy with the knife. To this day the local police publicly apologizes on the anniversary for being racist and promises to do better. Given the limited information an arriving police force has, this situation is indistinguishable from the one that happened now.
